Attended the International Generic and Biosimilar Medicines Association (IGBA) and Malaysian Organisation of Pharmaceutical Industries (MOPI) Conference 2022 on 7th - 9th September 2022 @ Royale Chulan Kuala Lumpur. Acquired knowledge and best practices, new connections and pleasant experience during the three days Conference and the Social events. 

Was invited to participate in a Meeting on the Proposal to review the "Practice of Pharmacy" for the purpose of updating the existing legislation, the Pharmacy Act 1951 on 29th August 2022. It was  organised by the Ministry of Health. A historical moment as it will impact the practise of the profession and the healthcare eco-system in the years to come.

3-day Program, 12-14th August 2022, of MyPSA Young Entrepreneur Program (YEP) 2022. MYPSA is a national organization representing pharmacy students in Malaysia. During the event, there were entrepreneurs from various fields to provide workshops and seminars to the participants. I was invited to be 1 of the 3 Judges on the 3rd day pf the Event, 14-08-2022. With VIPS and Speakers at the Opening Ceremony of the APEC-COE Pilot Training on "Supply Chain Security of Medical Products" held in Taylor's University on 25th September 2019. There were about 100 participants and 17 speakers from more than 10 countries.

Met up with Mr Ryu Youngkyu and Ms Ong Shu Yi from KOTRA (Korea Trade Investment Promotion Agency) on 31st July 2019 at the MAPS Secretariat. Major challenges for Korea products coming into Malaysia are: “high pricing”, challenging registration dossiers, different product categorization between the Malaysia and Korea Regulatory Authorities, “minimum batch purchase/order quantity” and “product dosage availability” etc

Participant at the Roundtable discussion on "Cancer and Insurance - Linking protection, treatment and care", 19th July 2019 in Bangsar South, KL. It was a profitable gathering where the Insurers had a better clarity, understanding and the financial needs of the patients in order to have a successful and better outcome in quality of life and care. Moving ahead, it is hoped that the Insurers would have a better and improved prevention, protection and treatment financial package for their cancer Insurance coverage at competitive and affordable price. 

Participated in a Dialogue – “Can price controls ensure affordable and quality healthcare in Malaysia?” organised by the “Galen Centre for Health and Social Policy” on 21st June 2019 at the PJ Hilton.The dialogue provided a platform for stakeholders to discuss the Government’s intent to impose price controls. Participants were from relevant government ministries, pharmaceutical and healthcare technology industry, insurance and academia.

With the Minister of Health, YB Datuk Seri Dr Dzulkefly Ahmad on 2nd April 2019 for the Townhall Session in Putra Jaya. Much was shared particularly on "Pharmaceutical Price Control" and the "Track-and-Trace barcode".

The Minister of Energy, Science, Technology, Environment and Climate Change, YB Yeo Bee Yin, launched the"Pharmacy Renaissance Summit on 24th March 2019. Was there for the launch and participated in the Summit. Event was organised by the Malaysian Community Pharmacy Guild.

A session in "Navigating the Healthcare Paradigm" on 24 - 25th August 2019 in Kota Kinabalu, Sabah. A date to be kept.

Being a member of the Malaysia Pharmacy Board (aka Lembaga Farmarsi Malaysia), though I was not able to be present, I was glad that the Board met up with the Minister of Health, YB Datuk Seri Dr. Haji Dzulkefly bin Ahmad on 7th January 2019 to brief him on the objective, roles and functions of the Board.

"Dr Choe Tong Seng, the MPS-B Braun Pharmacist of the Year, 2009 in Industry, is a charismatic MPS member who graduated with a Bachelor of Pharmacy with Honours from Universiti Sains Malaysia in 1976. 


He has served the Malaysian Pharmaceutical Society as Council Member and Deputy President as well as being a member of the Malaysian Pharmacy Board, Ministry of Health. He is also a Life Member of the Malaysian Pharmaceutical Society.

He was a member of the National Advisory Consumer Council under the Ministry of Domestic Trade and Consumer Affairs. He was also a board member in the Malaysian Professional Centre (BIM) which represents the interest of 20 professional bodies.

He is also one of the longest serving president of  the Pharmaceutical Association of Malaysia (PhAMA) where he played a major role in the development of Industrial Pharmacy.

Due to his contribution to the industrial sector and the pharmacy profession, he was awarded the Pingat Khidmat Cemerlang Masyarakat (PMC) by His Royal Highness, Tuanku Yang Di Pertua Besar Negeri Sembilan."

Attended a briefing and discussion on the draft of "Code of Ethics for Pharmacists 2018", organised by the Pharmacy Board of Malaysia, Ministry of Health on 2nd March 2018. Participated in a full day "GS1 Malaysia Summit Seminar 2017", Concorde Hotel, Shah Alam on 16th November 2017. Great learning and network across different Industries.

At Taylor's University on 15th November 2017 to attend the Opening of the Regulatory Training Course on ACTD documents. There were 75 participants.

Attended a closed door dialogue with the Pharmaceutical Services Division, Ministry of Health, Malaysia on the "Track and Trace" system in tandem with the global trend in using this technology. This could materialise by Q1, 2019 for all pharmaceuticals.

Meeting with the Bahagian Farmasi, Ministry of Health, on 7th September 2017, on the proposed mechanism for Pharmaceutical Companies to have an annual "Price Declaration" to the Ministry. The Ministry intends to have access on its website retail prices for all pharmaceuticals to the public.

Was in the Pharmaceutical Engagement dialogue with the Ministry of Health, Secretary-General, Datuk Sei Chen Chaw Min on 24th August 2017 in Putra Jaya. Issues discussed included Health Transformation, Patient Assisted Program (PAP), Track-and-Trace technology for pharmaceuticals, Corporatisation of NPRA, "requirement to declare medicine prices" and "SL1M" Program.

At the Young Entrepreneur Program (YEP) - "Innovating through Value Chain" 14-16 July 2017 on 16th July 2017. Was one of the four Judges for the Finals of the Business Pitching. The others were, seated, Loh Peng Yeow (with tie, Strategic Advisor to Constant Pharmacy), Choe Tong Seng (seated in the middle), Winda Hayani Hassan (with head scarf, CEO of Medico Healthcare), Chong Wee Earn (in v-tee shirt and coat, Chief Pharmacist Trainer, Multicare Pharmacy).

Engagement of the 3 Pharmaceutical Trade Associations, on 5th June 2017, to strengthen collaboration and relationship building in meeting common challenges and issues in the healthcare ecosystem.

It was the time of the year for the "IMS Market Prognosis Malaysia 2016: Primary Research Interview". Met up with Akshay Verma, Consultant, Market Prognosis of QuintilesIMS on 23rd May 2017 afternoon.

Chaired a Talk on Halal Pharmaceuticals on 6th April 2017. An overview of the Industry was shared by En Amrahi (seated in red shirt with jacket), a Halal Pharmaceuticals expert, Dato Brigadier General Dr Halim (in military uniform) shared on Halal Pharmaceutical Logistics, Professor Dr Noorizan (seated between Amrahi and Halim) from UiTM, on the feedback from her research on consumer demands of Halal Pharmaceuticals, Puan Roziatul  (seated on the left hand side of Amrahi) from CCM, shared on the journey to be certified as a Halal Pharmaceutical factory.

Led a delegation to the CPhI South East Asia, Jakarta from 22-24th March 2017. Had dinner with host from UBM Global and regional viz: Rutger Oudejans (Brand Director -Pharma Portfolio, Amsterdam), Marie Lagrenee (Event Manager Pharma, Amsterdam), Jina Kim (Sales Manager, Korea) and Maria Lioe, Event Director, Indonesia). Malaysian delegates were Choe Tong Seng, Ooi JY, Firani, Matthew John, Yim HK and Richard Kho.

Had a discussion with Maria Lioe, Event Director for CPhI, Jakarta 2017, to be held on 22 -24th March 2017, and her colleague, Fitria Tarmizie together with member Companies of the Malaysian Association of Pharmaceutical Suppliers (MAPS) on 10th March 2017

Had dinner chat with a friend whom I had not met for many years, Datuk Dr Hj Azami Said, Founder and Owner of NAZ Medical Supplies Sdn Bhd on 6th March 2017. He is a successful entrepreneur. Many could learn from him.

Attended the "Annual Supply Chain Summit 2016-Enriching Consumer Lifestyle", organised by GS1 Malaysia, on 10th November 2016, Concorde Hotel, Shah Alam, Selangor. With me was an ex-colleague Calvin Yong, Vice-President, Global Business Development ASEAN, LF Logistics.

The mid-term Review of the "National Medicines Policy 2nd Edition, 2012 or DUNas" was held on 1st - 3rd November 2016 at the Everly Hotel, Putra Jaya. Relevant stakeholders participated. There are 5 components in the Policy viz: (1) Governance in Medicines, (2) Quality, Safety and Efficacy of Medicines, (3) Access to medicines, (4) Quality use of medicines, (5) Partnership and Collaboration for the Healthcare Industry. I was in Components (1) and (5). Photo, above, was taken with the members of the said Components.

Letter of Appointment to be a member of the "Disciplinary Committee of the Malaysian Bar Council" for a 2-Year term commencing 18th November 2016

Letter of Appointment to be a member of the Malaysia Pharmacy Board for a 3-Year Term:1st July 2016 to 30th June 2019. The Board governs the (1) admission, standards and quality of practices of the Pharmacy profession (2) accreditation of the Pharmacy schools (3) the practices of the Pharmaceutical Trade.

Was at the above Event in Penang over the weekend.

Had a meeting with the GS1 Vendor on 9th September 2016. The GS1 Principal, Ulrike Kreysa, from Brussels, together with her local Malaysian office representatives shared on the latest development of GS1 adoption globally. The Pharmaceutical Industry stakeholders are proposing to the Ministry of Health to replace the existing "Hologram" with GS1 when it expires in early Q2 2017.

At Taylor's University on 27th July 2016, for the "Wellchem Book Prize 2016" Presentation to the final year Students.

Together with the Team, on 25th July 2016, met with the Minister of Health and the NKEA Steering Committee to proudly declare the successful execution of an EPP 3 Project, within the set timeline, under the Government's National Key Economic Areas (NKEA) Transformation Project.

Attended a briefing on the decision of the Minister of Health on the Proposed Pharmacy Bill by the Director-General of Health, Datuk Dr Noor Hisham bin Abdullah on 9th May 2016 in Putrajaya. Accordingly, all Stakeholders will continue to be engaged until the final Bill is been presented to the Parliament.

Dinner with overseas "Tech Partner" and a local collaborator on a Pharmaceutical Project in Malaysia, 28th April 2016 evening - "wrapping" things up.

Led an Interest Group, on 14th April 2016, to draft a 12-month training Program for Provisionally Registered Pharmacists (PRP) in "Sales, Marketing and Distribution" sector of the Pharmaceutical Industry. It will then be submitted to the Pharmacy Board, Ministry of Health, for approval. Once approved this Program will be the template used by participating Companies.

With Senior Trade Practitioners working on "Case Studies for Good Governance for Medicines" for the Private sector on 11th January 2016 at the Pharmaceutical Services Division, Ministry of Health.

Attended the Working Committee for "Good Governance for Medicines (GGM)" on 16th December 2015 at the Ministry of Health. The objective was to draw up a program, and the mechanism of implementation, where the Public and  Private sector understand and observe the Code of Ethics/Conducts within the Pharmaceutical Industry. Moving forward, there will be a series of "follow-through" meetings.

Flashback: Joined the 28th Council (1995/1996) of the Malaysian Pharmaceutical Society as the Assistant Honorary Treasurer. Was the Deputy President in the 29th Council (1996/1997) and was re-elected the Deputy President for all subsequent Councils until the 33rd Council (2000/2001). Stepped down to be a Council member from the 34th  (2001/2002) to the 35th Council (2002/2004).

A Stakeholders' meeting, organised by the Pharmaceutical Services Division, Ministry of Health on the "Pharmacy Bill" or otherwise known as the "RUUF" in Lexis Hotel, Port Dickson on 29th November to 4th December 2015. The Bill is expected to be debated in Parliament in 2016. It is the amalgamation of 4 existing legislations into 1. All relevant stakeholders were invited - the Regulatory Authorities, NGOs, Professional Associations, Trade Associations, Consumer Associations, military and the Universities. It was a historic moment where parties agreed to move towards developing accessible, affordable and quality delivery of medicines with consumers' interest at the core of the system. Creating awareness of combating against antimicrobial resistance on 30th November 2015. Pharmacists in the various sectors in Malaysia together with the Senior Director of Pharmaceutical Services and her team, Captains of the Industry Associations, Heads of Universities and President of MPS and Council Members read out the Pledge in the Global Action in unison before the photo was taken to reflect the united stand in support of FAPA's "Commitment to Act against Antimicrobial Resistance". 

Participated in a Briefing/Discussion on TPPA organised by the Ministry of Health (MoH) on 19th November 2015. Both  the MoH and Ministry of International Trade and Industry (MITI) gave insights and impact analysis on the Chapter relating to Pharmaceuticals - Intellectual Property. After much discussion and clarification, the take-away message was that Malaysia will benefit by ratifying the Agreement. On the Invitation of the Honourable Senator Datuk Paul Low, Minister in the Prime Minister's Department, responsible for promoting Governance and Integrity, an open discussion on the key challenges of the Pharmaceutical Industry was held on 29th September 2015 at the Prime Minister's Office, Putra Jaya. The Minister's portfolio involves collaborating with relevant stakeholders including Federal Ministries and State Governments to promote good governance practice and strengthening of transparency and accountability. Via an engagement and empowerment process, stakeholders will be equipped with the necessary tools and skills to take ownership of their initiative to ensure sustainability of the changes.
At the National Regulatory Conference in "One World Hotel", Petaling Jaya from 3-5th August 2015. Conference was declared opened by the Honourable Minister of Health. There were more than 400 participants with both local and foreign Speakers delivering their lectures.
At the Malaysian Pharmacy Students' Association (MyPSA)) function from 31st July to 2nd August 2015. Had the honour and privilege to be one of the Panel members for the "Young Entrepreneur Program".
Ms Low Hui En, the first Pharmacy graduate to receive the inaugural Wellchem Outstanding Taylor's Pharmacy Student Award for 2015 on 27th July 2015. I was honoured to be able to bring this Award into fruition. He was previously the Director-General of Health of Malaysia and President of the Malaysian Medical Council from 2005-2011

With Jayant Judilson Judson in Petaling Jaya, Malaysia on 11th June 2015. He is with IMS Health, Bangalore, India. He was here to gather information for the  IMS Country Annual Prognosis Report. 


Sanofi Pasteur "launched" its "world first" Dengue Vaccine felt by having the iconic mosquito, A Aegypti, walking around on 22nd May 2015 in an Exhibition in Penang. Indeed another potential tool in the armamentarium for dengue control and management.

Participated in the National Medicine Policy (NMP) Meeting, on "Medicines Accessibility", on 18th March 2015 in the Pharmaceutical Services Division, Ministry of Health, Malaysia. 
With the Ambassador of the Republic of Belarus, His Excellency Vladimir Lopato-Zagorsky in the One World Hotel on 12th March 2015. An "eye-to-eye" meeting to explore with His Excellency, the opportunities for the  Companies in Belarus, to make market entry into the Healthcare Industry in Malaysia - pharmaceuticals, medical equipment/devices and medical education.
Visited Rev Dr Tow Siang Hwa at his home in Singapore on 20th February 2015. He has planted over 20 Bible-believing churches and related Christian institutions in Singapore, Malaysia, Indonesia, Philippines, Australia, England and Canada. He is currently the Senior Pastor of Calvary Pandan BP Church, Singapore. He is a creationist, pastor, preacher and internationally renowned gynaecologist.
He graduated in medicine in 1953 and became Professor and Chairman of the NUS, Department of Obstetrics & Gynaecology in 1965. He played a vital role at the Kandang Kerbau Women's Hospital (KKH), where it earned the accreditation of the Royal College for the MRCOG training in 1963. The Hospital also entered into the Guinness Book of World Records for the highest number of newborns - 40,000 in 1960 - within  a single maternity facility, calling it the "Birthquake" Hospital.
His ground breaking research in "molar pregnancy" in the early 1960s earned him the prestigious  William Blair Bell Lectureship in 1965 and made his hospital a global leader in the management of this disease.
Today, Rev Dr Tow Siang Hwa is still testifying and serving the Lord fervently. He is an encouragement and inspiration to many in the field of medicines and Churches.
  
Was invited to Taylor's University's first "Pharmaceutical Industry Students Adoption Program (PISA)" MoU Signing Ceremony on 29th January 2015 in its' Lakeside Campus. 



I was honoured to be able to witness the making of the World's longest Christmas stollen, 90.8 m,  at the Colmar Resort, Berjaya Hills  on 24th December 2014. Chef Daniel Helmstetter, assisted by his wife, Alsace Marie and 6 other Malaysian bakers took 3 days to bake the 180 stollens with each measuring up to 50 cm before lining them up. The data recorded by the Malaysian Book of Records will be expected to be confirmed by the Guinness World Records.

As a recognised member of the Expert Panel in the Pharmaceutical sector for the Malaysia Productivity Corporation (MPC), I was invited to present a Talk, on the morning of 25th September 2014, to the Consultants of MPC, a Statutory Body under the Ministry of International Trade and Industry. The subject matter was "Pharmaceutical Industry and Regulatory Framework". 
 
The Regulatory Seminar brought much insight and challenges to the Industry Players in the demand for better practices and control. This was held in Eastin Hotel, Petaling Jaya on 24 to 25th September 2014

On 15th November 2000, I was conferred the Royal Award of Negeri Sembilan by the then Yang di-Pertuan Besar, Tuanku Ja'afar for "The Medal for Outstanding Public Service or, in Bahasa Malaysia, Pingkat Khidmat Masyarakat Cemerlang (PMC)". The late Tuanku Ja’afar was also the tenth Yang di-Pertuan Agong (King) of Malaysia from 26 April 1994 until 25 April 1999.Tuanku Ja'afar passed away on 27 December 2008 at Hospital Tuanku Jaafar, Seremban

Flash back to 2nd December 1999. Acceptance Speech for winning the Prestigious Antah Group of Companies Award in a glittering ceremony in Kuala Lumpur. Conquered Mount Kinabalu (4095m), the highest mountain in South East Asia on 25th May 1999. Ironically, the highest peak is named "Lows Peak".

Attended the Announcement for the Award of Projects under the Economic Transformation Program - NKEA, Healthcare, EPP3 by the Minister of Health, Malaysia in the Ministry of Health, Putra Jaya on 12th December 2013. Congratulations to all Project Owners ... the journey has just begun ... glad that I had a role in one of the awarded Projects.

Malaysia celebrated "Hari Raya" on 8-9th August 2013. Thousands thronged the event at the Prime Minister’s Open House in Sri Perdana, Putra Jaya. Many were able to get close and personal with the PM himself. A number of tourists, comparing the situation to that in their own countries, remarked that they have never experienced such a cordial atmosphere between the government leaders and the people.

The MoU on the "Cooperation in the Field of Pharmaceutical Data" between IMS Malaysia and the Ministry of Health Malaysia. This was signed on 28th June 2013.

28th June 2013 - a Historical day! After working, as a key driver, for 2 years and 3 months the MOU, on the cooperation and sharing of pharmaceutical data between the Ministry of Health and IMS is finally signed! I was indeed elated! 

This is the first for the Public Private Partnership (PPP) in data sharing, in the Pharmaceutical Industry, not only in Malaysia but, I understand in the region, if not globally. All pharmaceutical stakeholders will now have a more accurate IMS data as well as using this data as a common platform for analytic purpose.

Participated in the ETP NKEA Healthcare EPP3 held in the Institute of Health Management, Kuala Lumpur, organised by PEMANDU, on 4-6th June 2013. Objective was to revisit the strategies, goals and the scope of EPP3 in order to propel the Industry into the next phase of transformational growth. There were 3 working groups viz: Biosimilars/Vaccines, Generics and OTC/Health Supplements. It was a great success!

I had the honour and privilege to work with Keh whilst I was the President from 2000 to 2005. He has in-depth knowledge of the Healthcare Industry as he had served in the Government and Private sectors in very senior capacities. Looking forward to work with him again as he moves into his new challenge wef 1st June 2013.

He authors the IMS Country Annual Prognosis Report which provides pharmaceutical performance analysis for the past 12 months and the next few years to come. This Report is well subscribed by leading global MNCs for strategic country planning, investments and growth. 

Participated in 2.5 days of knowledge filled National Regulatory Conference 2013 organised by the Pharmaceutical Services Division (PSD), Ministry of Health Malaysia. Happy to note great development, progress and happenings in the Traditional Medicines, Medical Devices and the pharmaceuticals sectors with the objective of delivering Quality, Safety and Efficacious products and services to the community. Dubbed the Father of the Deaf,  Mr Tan Yap is a sign language expert with 47 years of experience and was instrumental in the establishment of schools for the deaf in several states.
